five of whom had already found means of surreptitiously
leaving the vessel.
XI11. The order obliging the vessel to lie two
miles off the Port did not deprive her of water and
heither
provisions, seeing that she had more than seventy-two
hours during which to take on board such supplies;
did it prevent her from renewing these supplies, be-
cause a spot was selected at the wharf, in the port,
to which she could return for this purpose, when desir-
ed; and, as a matter of fact, she suffered from no
scarcity of supplies, as the same were being furnished
to her by the Tug "Ramon Carral".
XIV. One of the objects of keeping the immi-
grants under observation in the barracks for a period
of ten days, is in order to be able to re-embark those
who prove to be infected with disease, and after the
expiration of this period, to set at liberty those who
are in good health, as it is only after the lapse of
the time in question that they are permitted to estab-
lish themselves in the Republic.
XV. The Chinese immigrants who arrived in the "Land-
rat Schieff" were not expelled from Mexican Territory,
but having sickened during the period of observation
in barracks, they could not be permitted to establish
themselves in the country, and had to be re-embarked,
the same procedure being followed in their case, as
has been adopted in the case of all immigrants under
analogous circumstances.
From the foregoing Report the conclusion may be
drawn that the Mexican Sanitary Authorities, in their
reception of the China Commercial Company's steamers
"Suisang" and "Landrat Schieff" have acted in a per-
fectly correct manner, and in accordance with the
Regulations and customs established since immigrants
first commenced to enter the Republic.
